THE unanimous decision by Hull city councillors to demand the Humberside Police Authority and its chief constable reinstate the special constables' bounty payment is a welcome one.
Specials make a valuable contribution to community policing, being active citizens where they live. This is even the case when they are paid the Pounds 1,500 annual bounty, which has not increased in value since its inception - unlike that for Territorial Army reservists, on which the current scheme was based.See the full content of this document
